Yuguda: Making water flow in Bauchi

THE Ministry of Water Resources was purposely created with the responsibility of providing potable drinking water to the ever growing population across the state, as well as management of dams and reservoirs for hydro power or irrigation purpose. These factors have brought government closer to the people, due to the fact that water is life.

For the Ministry of Water Resources to function effectively, there are departments and agencies that coordinate various sectors in the water industry, which have also helped the government tremendously in achieving its objectives in the last one year.

The departments are Directorate of Administration and Finance, Directorate of Water Supply, Directorate of Dams and Reservoir, Directorate of Irrigation; Bauchi State Water Board and Bauchi State Rural Water Supply and Sanitation Agency ( RUWASSA)

Highlights of the successes recorded by the ministry through these departments and agencies are highlighted as follows:-

Directorate of Administration and Finance 
This directorate is in charge of coordination and execution of administrative policies, finance and staff administration, budget preparation, monitoring performance and evaluation, procurement of stores, furniture and equipments.The ministry, through the directorate, has, during the year under review, promoted/converted 62 members of staff. Out of this number, 41 were senior staff, while 21 were from the junior cadre. Three deaths and five voluntary retirements from the service were also recorded. 

Directorate of Water Supply 
This directorate coordinates, supervises and develops the surface and sub-surface water potential in the state, and undertakes the certification, documentation and handing over of project sites. 

These had enabled construction of motorised water scheme in Guduwari in Zaki local government area, Shagari, Madara District in Katagum local government area, Bakori in Gamawa local government area and Lodiyo in Zaki local government area.

The above mentioned motorised water supply scheme was executed during the year under review (2011-2012) by China Zhonghao Nigeria Limited, as part of the contract awarded to them for the construction of 36 motorised boreholes in 36 communities across the state.

The ministry has also constructed and commissioned motorised water supply scheme, Wuntin Dada, in Bauchi local government area. The scheme was part of the contract awarded to Messrs ESELCO Nigeria Limited for the construction of motorised water supply scheme in Wuntin Dada and Gwallameji in Bauchi local government, Dan Duguri and Alkaleri local government, and Kardam in Fatawa Balewa local government. The remaining ones are ongoing.

The ministry has constructed one solar powered water supply scheme and to hand pump fitted boreholes in Dabe, Ganjuwa local government area.

The ministry had during the year rehabilitated Yada-Gungume solar powered water supply scheme, Kubi solar powered scheme, Sabon Kaura motorised water supply scheme, Burra motorized water supply scheme, General Hassan Usman Katsina College, Mashema motorised water scheme and Boto motorised water supply scheme. 

The ministry had also rehabilitated boreholes across the state, namely  Guru Community , Baran Gada , Lukshi Fada, Lukshi North, Itas Central Primary School, Junior Secondary School Mashema, Wailo Fulani, Debi, Mashema Primary School, Nabayi and Dabe.

Directorate of Dams and Reservoir Operation 
This ministry was able to complete the construction of small earth dam at Dugulbi in Bauchi local government area and the remaining ones at other local government areas are ongoing. Efforts are also being made to make the Kafin Zaki dam a reality.

Directorate of Irrigation 
The ministry has purchased and distributed 358 assorted irrigation water pumps to all the 20 local government areas of the state at 30 percent subsidy. This is to assist the effort in meeting the needs of the irrigated agricultural practices of crops and vegetables production in the state, and reduce farmer’s redundancy and rural urban migration. 

Also in pursuance to irrigation development in the state, areas of high irrigation potentials have been identified and proposed for small scale irrigation project such as Gara Fadama in Zaki local government area, Duguri Alkaleri local government area, Diya in Dambam local government area; Tauya in Darazo local government area; Zigau in Shira local government area; Galadima Dan in Warji local government area; Adabda in Gamawa local government area; Gobbiya in Bogoro local government area;  Baraza in Dass local government area; Bukul in Tafawa Balewa local government area; Lame in Toro local government area; Tilden-Dege in Itas-Gadau local government area and Wanka in Kirfi local government area

Bauchi State Water Board 
The Bauchi State Water Board as an agency under the Ministry of Water Resources has in the last one year committed through the support of the administration of Dr Isa Yuguda the provision of portable water for citizen of the state. The government has expanded huge sum of money in sustaining the regular supply of water to the state capital and major towns such as Azare, Misau and Jama’are.

•During the year under review, the state government purchased 1000 metric tons of aluminum sulphate (alum) for the treatment of water supplied to citizenry from Gubi dam at a cost of N99,575,000 and chlorine at the cost of N57,000,000. 

• The government also procured truck mounted compressor at total cost of Twenty Seven Million, Seven Hundred and Seventy Three Thousand, One Hundred and Seventy Six Naira (N27,773,176.00) only to assist in drilling and construction of new boreholes and maintenance of the existing ones there by increasing the revenue generation of the board.

• The continued supply of diesel by the government for a sustainable water production in all the plants and other water works cannot be over emphasised and had gulped the sum of N66,330,000 only, this is due to the absence of power supply from Power Holding Company of Nigeria (PHCN). 

 The state government also awarded contract in the sum of N735,000,000 only to improved supply of water in Bauchi metropolis through the construction of boreholes based water project, which has reached about 60% of the completion.

Bauchi State Rural Water Supply and Sanitation Agency (RUWASSA) 
The Bauchi State Rural Water Supply and Sanitation Agency (RUWASSA) officially took off in August 2011 following the signing of the law establishing the agency by Governor Isa Yuguda. Since then the agency had mobilized and tackled various issues of water supply, sanitation and hygiene in numerous vulnerable communities. 

Rural water supply 

In the area of rural water supply, the agency had in the past one year executed the following rural water supply projects. 

•Rehabilitation of Balma solar powered scheme in Ningi local government area.

•Rehabilitation of Abubakar Tafawa Balewa University (ATBU) permanent site solar powered borehole 

 Also in collaboration with DFID/UNICEF executed the following:

• Provision of hand fitted boreholes in 45 schools and 32 ODF communities of the 3 SHAWN local government areas of Dass, Warji and Gamawa. Provision of hand pump fitted borehole in 260 communities is presently ongoing in the 3 SHAWN local government areas.

•WHSIMS base-line survey in Ganjuwa and Warji local government areas. Support of 65 motorcycles to 3 SHAWNS local government areas.

•Distribution of water quality testing kits to SHAWN local government areas

Workshop and maintenance
• Repairs of complete drilling fleets which includes, the installation of New Deutz engine to TH10 engine, caterpillar engine to compressor machine Ingersoll rand 750, purchase of V 8 CY Deutz engine atlas copco compressor to ATLAS copco from the former directorate of rural water supply.
